Tri-City 2023 Multi-Jurisdictional Local Hazard Mitigation Plan

To address Hazard Mitigation in the Tri-City area, Union Sanitary District is partnering with the City of Fremont, the Cities of Newark and Union City, and the Alameda County Water District to develop a new Tri-City Multi-jurisdictional Local Hazard Mitigation Plan (LHMP) to reduce long-term risk and loss to people and property, and to bolster community resilience in the face of future natural disasters.   Additionally, communities with a FEMA-approved LHMP are eligible for FEMA pre- and post-disaster mitigation grant funding and for lower costs of flood insurance to residents through the National Flood Insurance Program’s (NFIP) Community Rating System (CRS).

The Federal Emergency Management Agency (FEMA) defines hazard mitigation as, “any sustained action taken to reduce or eliminate long-term risk to life and property from natural hazards.”  Another way to understand hazard mitigation is as the prevention component of the emergency management process.

  • Preparedness activities are the emergency plans, training, drills, and exercises that individuals, communities, and first responders partiipate in on almost a daily basis. These are things done to get ready for an emergency or disaster before it happens.
  • Response is the short-term emergency actions taken to address the immediate impacts of a hazard event or disaster.
  • Recovery is the longer-term process of restoring the community back t normal or pre-disaster conditions.
  • Mitigation can reduce or eliminate the need for an emergency response and greatly reduce the recovery period.

The LHMP development process is as important as the plan itself.  It creates a framework for risk-based decision making to reduce damages to lives, property, and the economy from future disasters. The five participating jurisdictions are kicking off their LHMP with meetings in late May 2023 and anticipate a Plan completion in Spring 2024.  For the most current information about the project, upcoming meetings, and how to get involved, visit the Tri-City Multi-jurisdictional Local Hazard Mitigation Plan project page.

 

FY21 Gravity Sewer Rehabilitation/Replacement Project – Phase VII

Estimated Completion Date: September 2021

The FY21 Gravity Sewer Rehabilitation/Replacement Project – Phase VII will include the following scope:

  • Replace sewer mains on Greenwood Drive, Hansen Street, and Gurdwara Road in the city of Fremont.
  • Repair three offset laterals at the sewer main on Omar Street in the city of Fremont.
  • Install cured-in-place-pipe (CIPP) in a sewer main located within a backyard easement at Gurdwara Road in the city of Fremont.
  • Replace a sewer main on Appian Way in the city of Union City.
  • Rehabilitate the retaining wall supporting a sewer main and a portion of the access road within the Pine Street easement in the city of Fremont.

 

 

Emergency Outfall Improvements Project

Estimated Completion Date: December 2021

The purpose of the Emergency Outfall Improvements Project is to improve the Alvarado Wastewater Treatment Plant’s emergency outfall pipeline to the Old Alameda Creek in order to reduce the maintenance activities associated with the pipeline and increase the reliability of its operation during wet weather events.

 

 

Cathodic Protection System Improvements Project

Contractor: Corrpro Companies, Inc.
Awarded Contract Amount: $483,800
Estimated Completion Date:December 2021

 The purpose of the Cathodic Protection System Improvements Project is to replace existing rectifiers, construct one new deep anode well, and destruct one existing deep anode well at the Alvarado Wastewater Treatment Plant and to install new buried sacrificial anodes at the Newark Pump Station. The upgraded cathodic protection systems will continue to provide corrosion protection of the District’s buried steel and iron pipelines and fittings.

 

 

Enhanced Treatment and Site Upgrade

The largest capital improvement program in USD’s history is underway at the Union City wastewater treatment facility. The District’s Enhanced Treatment and Site Upgrade (ETSU) Program Phase 1 projects began construction in late 2021, launching a program that will support the next 40 years of reliable and cost-effective service to the Tri-Cities. The projects will renew and replace aging infrastructure, improve water quality in the San Francisco Bay through enhanced wastewater treatment processes and nutrient removal, and increase the facility’s resiliency to extreme wet-weather events and climate change.
