The purpose of the Emergency Outfall Improvements Project is to improve the Alvarado Wastewater Treatment Plant’s emergency outfall pipeline to the Old Alameda Creek in order to reduce the maintenance activities associated with the pipeline and increase the reliability of its operation during wet weather events.
