Regular Board Meetings are held the 2nd and 4th Monday of each month at 4:00 p.m. in the Boardroom at the Union Sanitary District Administrative Office, 5072 Benson Road, Union City, CA 94587
Manny Fernandez | Serving Ward 1
Manny Fernandez was appointed to the USD Board of Directors in 2011 to represent Union City and to fill a vacancy left by Pat Gacoscos when she resigned from the Board. After completing his appointed term, he was elected in 2012, reelected in 2016, and reappointed in 2020 and 2024 to a term which will expire in 2028. More>>

Pat Kite | Serving Ward 2
Pat Kite holds wastewater credentials from Sacramento State University Office of Water Programs. She earned her B.S. from U.C. Medical Center, a Biology teaching credential from California State University East Bay, an M.S. in Communications from San Jose State University, and a J.D. from Northwestern California University School of Law. Marty Kludjian | Serving Ward 3
Marty Kludjian was appointed to the USD Board of Directors in July of 2024 to represent the City of Fremont, Ward 3. His term expires in 2026. He is currently a member of the Engineering and Information Technology Committee, Investment Ad Hoc Committee, and the District representative to the Southern Alameda County Geographic Information System Authority. Anjali Lathi | Serving Ward 3
Anjali Lathi was appointed to the Board in 2002, elected in 2004, 2008, 2012, 2016, 2020, and 2024 to represent the City of Fremont. She served as President of the Board in 2006, 2010, 2013, 2018, and 2022. Her term expires in 2028. She is a member of the Legal/Community Affairs and Personnel Committees, and the District's alternate representative to the East Bay Dischargers Authority. More>>
Jennifer Toy | Serving Ward 3
Jennifer Toy was elected to the Board in 1998, 2002, 2006, 2010, 2014, 2018, and 2022 to represent the City of Fremont. Her term expires in 2026. She is currently a member of the Budget & Finance, Legal/Community Affairs, and Legislative Committees. More>>

This is to ensure that any time-sensitive issues are brought to the District’s attention in a timely manner, and to incorporate correspondence pertaining to the agenda items into the public record.
Emails to individual Board members are not automatically forwarded to staff.
District email communications are governed by the California Public Records Act. Pursuant to the Act, emails to individual Board members or the entire Board of Directors regarding District business that are sent to the official email addresses are treated as public records. The public should have no expectation of privacy in such communications.
