Break Out Your Sensible Shoes for USD's Open House Event: May 19, 2018

Wondering what to wear to Union Sanitary District’s Centennial Open House event on Saturday, May 19, from 10 a.m. to 2 p.m.? Here’s the most important detail: Choose the right shoes! If you want to tour USD’s treatment plant, closed-toed, low-heeled shoes are required, so leave those flip-flops and sandals at home, and be prepared for walking and stairs.

The District invites the Tri-Cities to visit our Union City Treatment Plant and Headquarters as we celebrate a century of service to the community with fun displays, interactive demonstrations, family-friendly activities, plant tours, giveaways, games, and refreshments. No RSVP necessary – just drop by at this FREE event.

The celebration is also a great opportunity for students to explore careers. “We encourage students of all ages to come and talk to our engineers, plant operators, chemists, collection system workers, mechanics, electricians, business services staff and more to learn about the work we do to protect human health and the environment,” says General Manager Paul Eldredge. “I’m proud that visitors will meet our dedicated, highly-trained staff. They enjoy showcasing the complexities of maintaining over 800 miles of sewer lines and operating a 33-acre wastewater treatment plant.”

“It’s a rare privilege for a utility to serve customers for 100 years,” Eldredge continues. “We’re honored to be an integral part of the history and daily life of Fremont, Newark, and Union City.”

A previous event in 2015 was a smash-hit with the community - over 1,100 attendees enjoyed visiting the facility, participating in activities, and chatting with employees. “We’re busy planning even more fun ways for guests to enjoy the festivities at our Centennial event,” says Eldredge. “This is a very special birthday for us, and we’re excited to celebrate it with our customers.”

USD to Present Awards to Tri-City Industries May 2, 2019

The District will honor 28 Tri-City Industries with Certificates of Merit on May 2, 2019 for achieving 100% compliance with water quality requirements in the 2018 calendar year. The District annually awards Certificates of Merit to those permitted industries within its service area that maintain 100% compliance with all wastewater discharge requirements. In addition, these industries consistently implement pollution prevention measures, maintain a cooperative working relationship with the District, and demonstrate continuing awareness and understanding of environmental issues and requirements. Several of the recipients have received this honor for consecutive years of continued compliance.

USD is responsible for permitting, inspecting, and monitoring many industries that discharge to its sewer system to ensure compliance with Federal, State, and Local environmental regulations. This is done not only to protect the treatment plant from toxic discharges, but also to protect the water quality of San Francisco Bay.

East Bay Dischargers Authority Appoints New General Manager

Jackie Zipkin

East Bay Dischargers Authority is pleased to announce the appointment of Jacqueline T. Zipkin to the position of General Manager following the retirement of long-tenured General Manager, Michael S. Connor, PhD.

East Bay Dischargers Authority is a public agency that provides wastewater treatment services for approximately 900,000 residents of southern and eastern Alameda County. EBDA’s member agencies include Cities of Hayward and San Leandro as well as Oro Loma, Castro Valley, and Union Sanitary Districts. Through a separate agreement, EBDA also provides services to the Cities of Livermore and Pleasanton and Dublin San Ramon Services District.

Ms. Zipkin, a resident of Alameda, comes to EBDA with more than 15 years of experience in water and wastewater engineering and management, environmental policy development, and regulatory compliance, both in the public and private sectors.

Most recently, Ms. Zipkin served as Manager of Environmental Services at East Bay Municipal Utility District, where she managed the District’s source control, wet weather, and resource recovery programs. Ms. Zipkin also led the District’s negotiation of a long-term wet weather Consent Decree with EBMUD’s tributary cities, the Environmental Protection Agency, State and Regional Water Boards, and several non-governmental organizations.

Prior to joining EBMUD, Ms. Zipkin was an environmental consultant with CH2M HILL, serving as Global Technology Leader for Water Portfolio Management, and assisting water and wastewater agencies with a variety of projects including regulatory negotiation and compliance, water recycling, watershed management, and biosolids and odor management. Ms. Zipkin is also active in professional organizations, having served on the Board of Directors of the California Association of Sanitation Agencies and on committees for the Water Environment Federation and Bay Area Clean Water Agencies.

Ms. Zipkin holds a B.S. in Civil and Environmental Engineering and an M.S. in Environmental Engineering and Science, both from Stanford University. She is a licensed Professional Civil Engineer in California.

Dr. Connor, a resident of Oakland, has served as the EBDA General Manager since 2008. During his tenure, EBDA maintained an excellent compliance record, thanks to the excellent performance of the four treatment plants operated by the EBDA member agencies and the treated flows arriving from Livermore/Amador Valley. Dr. Connor has been a leader in the industry, driving policy and projects to protection of San Francisco Bay, particularly in the realms of climate resilience and nutrient management. While at EBDA, Dr. Connor is active in numerous professional organizations and serves on the Board of Directors of the Water Environment and Reuse Foundation.
